At 85-years old, Hotel Berry in Sacramento, Calif., doesn\u2019t look great for its age. It looks great, period. After suffering from years of neglect, city officials realized it could play an important role in providing affordable housing with nearby access to public services and transit, as well as quality-of-life conveniences.<\/p>\n

\"The
The Studios at Hotel Berry includes common spaces where residents can congregate.<\/figcaption><\/figure>\u201cOnce one of Sacramento\u2019s finer hotels when it opened in the late 1920s, the Hotel Berry saw its glory days drastically fade away over the past 30 years,\u201d explains Laura Archuleta, president of Irvine, Calif.-based Jamboree Housing Corp., which teamed with the Sacramento Housing and Redevelopment Agency (SHRA) to modernize the historic hotel.<\/p>\n

\u201cBy the 1970s and 1980s, the hotel experienced hard times and, for the next two decades, transient population struggling to make ends meet,\u201d Archuleta continues. \u201cThe property was a true eyesore in the downtown area. At one point, redevelopment of the downtown area might have included demolition of the hotel to make room for something new and contemporary. However, Sacramento city leaders believed the Hotel Berry\u2019s character and historic significance were worth saving and celebrating.\u201d<\/p>\n

In September 2012, after more than 18 months of work, the \u201cnew\u201d Hotel Berry opened as The Studios at Hotel Berry. <\/p>\n

Designed for Strength<\/h4>\n

The 1920s-era, 6-story building\u2019s remodel yielded 104 single-room-occupancy studios, a community kitchen, dining area, one manager\u2019s unit, a laundry facility, common meeting area for residents, computer room and retail space on the ground floor. Each fully furnished unit ranges in size from 150 to 317 square feet. The housing is available to those who earn between 30 and 45 percent of the area median income, or roughly $23,985 per year.<\/p>\n

Because of Sacramento\u2019s location in an earthquake-prone area, a key part of the renovation was to structurally strengthen the Hotel Berry. The seismic retrofit included two-bay steel-braced frames, foundations and soft-story bracing, wall anchorage, floor sheathing, brick repointing, corner strengthening and roof parapet bracing. In addition, the project team placed micropiles, grade beams and structural-steel-braced frames with drag tubes that extend the full height of the building.

Mechanical, electrical and plumbing systems all were completely replaced. Energy-efficient dual-pane windows replace the original single-pane windows. The property has a new domestic water storage tank, boiler, chiller and fans. The elevator and sprinkler and fire-alarm systems also were upgraded.<\/p>\n

Interior Design<\/h4>\n

Inside, interior design firm Faulkner Design Group, Dallas, aimed to modernize the building while respecting its historic nature by keeping its industrial look and feel intact. Elements, such as the original exposed brick, have been maintained. \u201cThough the building had become a haven for the city\u2019s homeless, its beautiful design and sound structure made it ideal for converting to livable housing,\u201d says Stephanie Dunn, senior project manager with Faulkner Design Group. \u201cThis was a challenging, but fun and gratifying project to work on.\u201d<\/p>\n

The design firm utilized a warm color palette with stained concrete floors and industrial steel X beams. The lobby has four clustered glass bubble chandeliers and features a refurbished safe found in the original hotel. A large black and white mural of the original hotel fa\u00e7ade greets guests and residents as they enter the lobby.<\/p>\n

Other interior improvements include new paint and lighting. Each studio apartment is fully furnished and has a private bathroom, ceiling fan and kitchenette.<\/p>\n

Preservation at the Forefront<\/h4>\n

Although not currently on the National Register of Historic Places, the vintage hotel is recognized as a historically significant building and has maintained its historic marquees, signage, awnings, window size and location, and roof details.<\/p>\n

\"Bracing
Bracing strengthens the structure so it complies with seismic code.<\/figcaption><\/figure>Preserving the structure conserved resources, reduced stress on infrastructure and kept refuse out of landfills. All of that contributed to the City Council\u2019s decision to reuse the building in accordance with the city\u2019s 2006 housing ordinance that includes a \u201cNo Net Loss\u201d policy, requiring that 712 single-room-occupancy units downtown be retained. The Studios at Hotel Berry accounts for 105 of them.<\/p>\n

Jamboree Housing, long committed to sustainability, continued its mission with The Studios at Hotel Berry. The facility includes water-saving fixtures in kitchens and bathrooms, CRI Green Label carpeting, and low-VOC interior paint and adhesives. Reduced energy use exceeds California\u2019s Title 24 energy-efficiency standards by more than 15 percent.<\/p>\n

The property\u2019s downtown location makes it a viable transit-oriented development; the building is in walking distance of public transportation, such as light rail, bus lines and an Amtrak rail station.<\/p>\n

Funding<\/h4>\n

The $24.7 million renovation was financed through public and private sources. Although initially difficult to finance because of the nationwide financial crisis, SHRA acquired the property for $1. It relocated remaining residents as a strategy to stabilize and hold the property for a suitable development opportunity, Archuleta explains.<\/p>\n

\u201cIn June 2009, Norwood Avenue Housing Corp., the local nonprofit public benefit corporation, affiliated with SHRA, applied for and received a federal 9 percent lowincome housing tax credit allocation and approval for a one-time $13.5 million award of American Recovery and Reinvestment Act exchange funds,\u201d she says.

SHRA contributed $10.1 million in permanent financing; U.S. Bank provided $5.5 million in construction loans; and Community Resource Project Inc. was instrumental in Jamboree Housing receiving $624,000 in federal weatherization funds.<\/p>\n

Hotel Berry\u2019s retrofit demonstrates that it is worth taking the time to evaluate and rehabilitate historic buildings. Archuleta notes: \u201cThe local community reaction has been very positive. The Studios at Hotel Berry has been recognized with numerous awards from local, regional and national industry organizations.\u201d<\/p>\n

Dunn says, \u201cThis successful renovation goes to show that everyone deserves a beautiful place to live.\u201d<\/p>\n
